Rules and Regulations
  1. ROSTER:  Roster size is limited to 18 players.  Once a roster is turned in there will be no changes.  Roster and proof of age for all players must be available 45 minutes prior to your first game.  A player may play on more than one team, as long as the teams are in different age groups, and the player meets the age cut-off date.
  2. TEAM BENCHES: The playing fields are set up so that the team bench
    areas and spectator areas are separate. 
    Only the players listed on the roster plus three adult supervisors, who
    must also be listed on the roster, are allowed in the team bench areas. 
    This rule shall be strictly enforced.
  3. SCHEDULE:  The first team listed is the home team.  The home team shall:
    1. Occupy the home team bench area
    2. Kick-off at the start of the game
    3. Change jerseys in the event of color conflict
  4. RULES OF PLAY: All restarts will be taken from the spot where the ball was kicked out of the field of play.  (Exception:  If the keeper kicks or throws the ball from the box out of the field of play, the ball goes to the top of the arc.)  Corner kicks remain the same.
    Blue or yellow card ejection (2 minutes) or red card ejection (game ejection - 4minutes).  If a card is awarded, the team plays short handed for the entire 2 or 4 minutes, no matter how many goals are scored.
    Goal keepers may not use their hands to play a ball that is intentionally played back to them by their teammates feet.
  5. EJECTIONS:  Any player or adult supervisor ejected from a game shall be banned for a minimum of one game suspension.  However, all ejections are subject to review by the tournament committee, and the player or adult supervisor may be ejected for the remainder of the tournament, depending upon the severity of the act.
  6. REFEREES:  Each game will be worked by one (1) qualified referee.  Referees' decisions are final!!!  No harassment of any kind for any reason will be tolerated.
  7. TOURNAMENT FORMAT: Follow your team's age group schedule. In round robin play,three (3) points are awarded for a win, one (1) point for a tie and zero (0) points for a loss. Round robin winners are determined by:
    1. Most Points
    2. Winner of game between the two teams.
    3. Best goal difference (4 goals maximum per game).
    4. Most wins
    5. Most goals (4 goals maximum per game
    6. Least goals against (4 goals maximum per game)
    7. Sudden victory shootout
  8. "WILD CARD" SEMI-FINALISTS:  The same tie-breaker system as shown above will be used to determine the "wild card" team(s).  However, a wild card team will not play the winner of it's own group or bracket in the semi-final competition.  In the event that is scheduled to occur within the existing format, the semi-final format will be changed so that the wild card team will play the winner of a different bracket as determined by the Tournament Director.  Also, the tournament committee has the right to rearrange any semi-final games at any age taking into consideration the following items:
    1. Wild card winner from same bracket
    2. Two teams from the same club playing one another
    The intent with this is to give everyone ample opportunity to play different teams/clubs and for the good of the game of soccer and the tournament.  The tournament committee has the right to change bracketing in the semi-finals.
  9. IN PLAYOFFS:  If a game is tied after regulation time in either semi-finals or championship, a SUDDEN VICTORY SHOOTOUT will occur.  The shooter has five (5) seconds after the whistle is blown to try and dribble in from the yellow line and score, 1 v 1 against the goalkeeper.  A team shall be deemed winners after any singular round.  Example:  Team "A: shoots first and scores, Team "B" shoots and misses; Team "A" is winner after (1) round of sudden victory.  If still tied, each round of 1 following will still be sudden victory.  The visiting team shall shoot first.  The referee shall determine the goal to be used.  In play-off only, the clock will be stopped at the referee's discretion during the last (2) minutes of the game.
  10. GAME DURATION:  All games are 40 minutes in length (running time) with two (2) minutes in between games.  Only the goalkeeper and starting five (5) players may enter the field of play.  Teams must be on the field ready to play when the clock reaches game time.  Failure to do so will result in your team forfeiting the game.  NO GRIEVANCE TIME IS ALLOWED.
    At the conclusion of the previous game time, the clock will be set at 42:00 minutes.  When the clock reads 40:00 minutes, the game will start.  If your team is not on the field with the appropriate number of players, the game is a FORFEIT.  Don't let this happen.  NO EXCEPTIONS.
  11. NUMBER OF PLAYERS:   U8-U10 - 6 field players plus a goalie; U11-U19 - 5 field players plus a goalie.
  12. FORFEIT:  In the event that a team shall forfeit its game, the opposing team will receive 3 points for a win and a 4-0 score.
  13. PROTESTS:  Protests may be filed at the front desk.  All protests filed must be in writing with a $100 bond.  The bond will be forfeited should the protest not be upheld.  The tournament director and head of referees shall rule on all protests.  The tournament director's ruling on all matters shall be final.
  14. SUBSTITUTIONS:  Free substitution on the fly.  Players must be within the bench area to change.  NO jumping the boards!!  Anyone caught jumping the boards will result in a Blue card ejection (2 minutes) against the offending team.  There is a blue line box area where players can exchange on the fly in there own half.
  15. AWARDS: Team trophies for 1st and 2nd place only.  No individual awards.
  16. TOURNAMENT DIRECTOR:  The Tournament Director's ruling on all matters shall be final.  The Tournament Director reserves the right to make all final decisions with respect to the Tournament.
  17. PLAYER'S EQUIPMENT:  Each team should have two set of jerseys in contrasting colors. The second set of jerseys must be available to change into in case of color conflict.  It is recommended that players wear flat-bottom shoes.  Shoes with less than 30 mini studs are not permitted.  SHIN GUARDS ARE MANDATORY!!!
  18. GAME START TIMES:  Your team must be ready to go EXACTLY on time.  NO GRIEVANCE TIME IS ALLOWED.  NO WARM-UP TIME ON THE FIELD.  Game time is forfeit time - don't let this happen!  Be ready before your game time.  THIS RULE WILL BE STRICTLY ENFORCED.  GAMES MUST START AT SCHEDULED TIMES.  At start of game only goalkeeper and starting players will enter field of play.  NO EXCEPTIONS!
